The present document specifies rules for the structure and drafting of documents intended to become a 3GPP Technical Specification or Technical Report. These rules are intended to ensure that such documents are drafted in as uniform a manner as is practicable, irrespective of the technical content.
The present document is based on the ISO/IEC Directives, Part 3, but is a self-contained document that will be maintained as such.
These drafting rules complement the 3GPP Working Procedures.

- References are either specific (identified by date of publication, edition number, version number, etc.) or non-specific.
- For a specific reference, subsequent revisions do not apply.

instruction:
provision that conveys an action to be performed [ISO/IEC Guide 2:1996, definition 7.3]
normative element:
an element setting out provisions to which it is necessary to conform in order to be able to claim compliance with the Technical Specification
provision:
expression in the content of a normative document, that takes the form of a statement, an instruction, a recommendation or a requirement [ISO/IEC Guide 2:1996, definition 7.1]
recommendation:
provision that conveys advice or guidance [ISO/IEC Guide 2:1996, definition 7.4]
requirement:
