Mission critical services can be provided even in the case of a backhaul failure or a nomadic EPS deployment based on the availability of Isolated E-UTRAN Operations for Public Safety (IOPS). IOPS provides local connectivity to the public safety users that are within the communication range of the radio base station(s) that supports the IOPS mode of operation, as described in TS 23.401 Annex K.
This study focuses on identifying application architecture solutions needed to support mission critical services during the IOPS mode of operation.

1  Scopep. 6

This technical report is a study of mission critical service access aspects. The present document identifies architecture enhancements needed to support mission critical services delivered over IOPS, based on the stage 1 requirements, including TS 22.179, TS 22.280, TS 22.281, TS 22.282 and TS 22.346.
This document provides recommendations for normative work.
