Mission critical services can be provided even in the case of a backhaul failure, limited backhaul connectivity, or a nomadic 5G system deployment based on the availability of generic Isolated Operations for Public Safety (IOPS). IOPS provides local connectivity to the public safety users that are within the communication range of the radio base station(s) that supports the IOPS mode of operation, as described in
TS 23.401 Annex K and based on requirements in
TS 22.346,
TS 22.179,
TS 22.280, and in
TS 22.261.
This study focuses on identifying application architecture solutions needed to support mission critical services during the IOPS mode of operation.
This technical report is a study of mission critical service in the Isolated Operation for Public Safety (IOPS) mode of operation. The present document identifies architecture enhancements needed to support mission critical services delivered over IOPS, based on the stage 1 requirements, including
TS 22.179,
TS 22.280,
TS 22.261, and
TS 22.346.
A previous technical report focused on EUTRAN in
TR 23.778 and associated normative work in
TS 23.180 have also been completed.
This document provides recommendations for normative work.
