This document captures the results of the study item on RAN Sharing Enhancements for UMTS in RP-142284 [2]. It identifies the existing functions for UTRAN RAN Sharing, the use cases and requirements for enhancements, and reviews and compares scenarios and techniques for enhancement of RAN functionality.

3  Definitions, symbols and abbreviations

3.1  Definitions

For the purposes of the present document, the terms and definitions given in TR 21.905 and the following apply. A term defined in the present document takes precedence over the definition of the same term, if any, in TR 21.905.
Throughput maximisation principle:
A principle stated in TS 22.101 according to which actions that achieve the principal objective to maximize throughput take priority over and shall not be impacted by load balancing procedures that take into account the allocation of resources to each Participating Operator and the load level for each Participating Operator.

3.2  Abbreviations

For the purposes of the present document, the abbreviations given in TR 21.905 and the following apply.
An abbreviation defined in the present document takes precedence over the definition of the same abbreviation, if any, in TR 21.905.

The aim of the study is as captured in the SI description document [2]:
  • Study potential impacts on UTRAN signalling over Iu/Iur and other interfaces.
  • Study possible solutions regarding, e.g., how to monitor RAN resources usages with differentiation of signalling and user traffic, and how to enhance the load info exchange to balance the usage per operator.
  • Identify potential solutions for PWS support of shared RAN.
In addition, RAN3 should consider whether co-operation with other groups will be needed or not.
